Thacker would later be named man of the match.
A red card for Leicester centre Kyle Eastmond for a high tackle on Bristol fly-half Ian Madigan in the 25th minute saw the visitors play a challenging 55 minutes with 14-men.
A yellow card for Bears tighthead John Afoa four minutes later temporarily balanced the scales for Leicester. However, this did not prevent Thacker from going over for his second score before Afoa could return to play.
A bullocking run from returning England centre Manu Tuilagi stood as the singular highlight for the Tigers, bursting through the home side's defence to romp from in from over 20 metres, Tigers' only score of the day.
The fan favourite showed glimpses of excellence for Leicester, lasting 74-minutes before being substituted for Matt Smith.
Second-half scores from Bristol wing Luke Morahan and scrum-half Harry Randall, with the latter racing in 30m out to score after a quick tap penalty, would secure Bristol the bonus-point.
Madigan secured his side's comfortable victory with five successful penalties, racking up a staggering 21 point for the day, missing only the conversion for Thacker's second score in the 35th minute.
